A levy for research & training in the NHS?

I’ve just been handed a very interesting snippet from yesterday’s Sunday Times Clegg joins medics to halt NHS reforms which talks about a Lib Dem list of amendments to the Health & Social Care Bill. This includes one which would “force all medical providers, including private firms, to pay for a levy for training and research in the health service”

That’s all the mention of this there is. The rest of the article covers concerns over how private providers will be brought into the NHS, the speed of the process of change etc. It talks of an alliance between the Lib Dems, GPs, nurses and other medical bodies to effect the changes.
